Agra: Samajwadi Party National President and former Uttar Pradesh Chief Minister Akhilesh Yadav on Sunday participated as the chief guest at the Vision India programme in Agra, where he addressed the theme, “Why Are Small Businesses Being Ruined?” He outlined an extensive roadmap focused on strengthening small traders, artisans, MSMEs, tourism, and youth employment in Uttar Pradesh.
Addressing entrepreneurs, traders and industry representatives, Yadav said that prosperity in the state depends on the success of small businesses. He emphasized that small enterprises form the backbone of Uttar Pradesh’s economy and provide livelihoods to millions of families.
Referring to the previous Vision India programme held in Ghaziabad on agriculture, Yadav reiterated that economic growth begins at the grassroots level. “When farmers prosper, businesses prosper, and the economy grows,” he said.
Focus on Infrastructure and Tourism
Highlighting achievements of the Samajwadi Party government between 2012 and 2017, Yadav said major infrastructure projects transformed Agra and surrounding districts. He cited the construction of the Agra-Lucknow Expressway, the initiation of the Agra Metro project, and plans for the Inner Ring Road as examples of development that improved connectivity and boosted economic activity.
He stressed that Agra’s global identity, anchored by the Taj Mahal, supports thousands of businesses and families. He also recalled efforts to establish a museum showcasing the region’s history, culture, and architectural heritage.
Plans for IT City and Riverfront Development
Yadav announced that a future Samajwadi Party government would work toward establishing an IT City in Agra, similar to the model developed in Lucknow. He said incentives would be provided to attract investment and technology firms.
He also proposed the development of a modern Yamuna Riverfront on the lines of Lucknow’s Gomti Riverfront, along with enhanced tourism infrastructure and urban beautification projects.
Criticizing the current administration, Yadav alleged that despite Agra being designated a smart city, issues such as poor road conditions, inadequate waste management, drainage problems, and urban cleanliness continue to persist.
Support for MSMEs, Artisans and Workers
The former chief minister promised policy support for small industries, cottage enterprises, artisans, and women entrepreneurs. Key proposals included:

- Implementation of a comprehensive MSME policy.
- Promotion of micro and small enterprises.
- Freehold conversion of industrial land through one-time payment mechanisms.
- Dedicated support for women entrepreneurs.
- Creation of markets and business infrastructure for small traders.
- Formation of an Artisan Welfare and Income Commission.
- Accident insurance coverage of up to ₹10 lakh for artisans.
He also pledged support for Agra’s footwear industry through financial assistance for machinery purchases and announced plans for a Leather Development Board.
Development of Regional Industries
Yadav said special efforts would be made to strengthen the glass industry in Firozabad, including the establishment of a Glass Research Centre. He also outlined plans to promote heritage-based development in Mathura, Vrindavan, Barsana, and Fatehpur Sikri, while preserving cultural and environmental assets.
Additionally, he proposed the creation of a Tourism Training Institute and an International Convention Centre in Agra to boost tourism, investment, and employment opportunities.
Youth Employment and Education
Expressing concern over repeated examination paper leaks, Yadav said a future Samajwadi Party government would take strict measures to ensure transparent recruitment and examination processes. He promised greater employment opportunities for young people and initiatives to improve technical education through stronger ITIs and skill-development programmes.
Measures for Street Vendors and Small Traders
The SP leader announced several proposals aimed at protecting street vendors and small traders, including:
- A dedicated vendor security helpline.
- Financial assistance during monsoon months when business activity declines.
- Easier access to insurance and collateral-free loans.
- Subsidies for handcart operators and small vendors.
- Training and support to help local businesses compete in the digital economy and online marketplaces.
- Assistance for e-taxi operators, including financial support and charging facilities.
Criticism of Government Policies
Yadav accused the BJP government of neglecting small businesses and favouring large corporate interests. He alleged that taxation policies, compliance burdens, and rising inflation have adversely affected traders, artisans, and small entrepreneurs.
“Small businesses are the foundation of Uttar Pradesh’s economy and are linked to the livelihoods of nearly six crore people. They need support, not obstacles,” he said.
Concluding his address, Yadav said that a future Samajwadi Party government would prioritize employment generation, strengthen traditional industries, improve infrastructure, and create a more business-friendly environment for small entrepreneurs, artisans, traders, and workers across Uttar Pradesh.
